Desktop is curiously named, as it basically divides your iPad screen in two and lets you load a different (or the same) function in to each half – most usefully perhaps, two browsers looking at two different web pages, or a browser and a notepad …
The App offers a number of choices to load in – as well as browser, notepad, you can pick a calculator, weather, or any of a number of other options:

There’s also “device stats”, and “unit converter”:

For me, the individual “tools” are all a bit limited, or inelegantly presented. Here is the notepad and weather – see how the weather is a non-graphic long list of times and predicted temperatures; but also note that the notepad usefully offers good choices to send the notes elsewhere:

In conclusion, it’s worth purchasing at the special $0.99 I paid today, but really not worth the $4.99 normal price! I can see a few uses for it – notepad and browser for one – but I prefer tabbed browsing with Atomic Web Browser, to Desktop opening two windows; but perhaps it works for some people …
